Hi there Christine,
I looked at your site and it is a good first iteration. There are a few things to note.
1) The site is very busy. I was overwhelmed at all the links in the body of the page.
2) Your main navigation is good. Simple and concise.
3) The variations of the text on the pages is very confusing. You've got some all bold text, some all capital text, some underlined and bolded text, some underlined text and it is very hard to discern what are links or what the main sections or topics are.
I think if you clean up the text, expand navigation a little bit, and break up content with headings or section dividers your site would be much more user friendly.
