I use Yahoo site explorer and SEOMoz's Linkscape.

I should also say that Linkscape does a great job of showing you a breakdown of the anchor text distribution of the backlinks.

Searching for their typical anchor text will also help. for example if someone always uses "xyz commercial agent" or some form of similar signature, you can start to piece together the domains from which they build links.
